纽约时报今天报导，美国为维持军事优势，鼓励科技业高层考虑在美国开辟产线制造先进芯片。
其中，晶圆代工巨擘台积电评估在美国建新厂，但在美国生产成本偏高是一大障碍。
报导引述未具名知情人士指出，五角大厦官员不断私下咨询科技业高层意见，探讨如何确保先进电脑芯片等供应无虞，以维持美国军事优势。这类会商早在美国总统川普上任前就有过，近来紧迫性日益增加。
上述人士透露，美国军方加强与科技业高层交流动机有二。其一是五角大厦愈来愈仰赖海外制造的芯片，特别是中国台湾，其二是近年美中关系紧绷。
报导指出，台积电生产的商用芯片可应用于飞机、卫星、无人机与行动通讯，扮演极为关键的角色。但他们表达了对供应链的担忧。
因此，美国军方或许要求关键芯片美国生产！！台积电等企业或考虑支持！
台积电董事长刘德音表示，他最近与美国商务部讨论在美建新厂相关事宜，钱是设厂一大障碍。他说，美国营运成本比台湾高，设厂将需要大笔补贴，「一切就看我们何时能缩小成本差距」。
刘德音说，他已衡量在美国建新厂的利弊，但谈决定还言之过早。即使克服财务挑战，新厂也可能比台积电在台湾的厂区小，且邻近台积电在华盛顿州卡马斯市（Camas）的晶圆厂。
他表示：「我们希望为客户做最有意义的事，协助他们提高竞争力，同时解决国安相关问题。」
报导指出，飞机、火箭与船隻导航、彼此联系并与敌方目标交战，都仰赖电脑芯片。过去美国掌握只在境内生产的电子元件，开发出最先进的武器，但许多芯片产线已移往海外多年，部分人士忧心，一旦他国陷入危机，美军芯片供给可能受影响。
举例而言，F-35战斗机飞行用的可编程芯片作用举足轻重，这类芯片由硅谷厂商设计、主要在台湾代工制造。半导体在先进武器中重要性日增，5G行动通讯也需要无线基带处理器，美军芯片却高度仰赖海外供应链，无形间加深相关人士忧虑。
美国国防部研究暨兵工副次长波特（Lisa Porter）7月在一场活动上直言，五角大厦经不起芯片供货遭切断的风险。波特23日在洛杉矶一场科技活动上形容，确保关键元件与软件供应链是五角大厦必须与业界合作的「重大」议题，但她不愿详述美军如何强化美国晶芯生产。
过去，美国国防部占业界芯片销售大宗，军方影响芯片业容易许多。如今，芯片军事应用远不及智能手机、个人电脑等民间用途，五角大厦将更多预算投入记忆体、处理器等设计源自商业需求的芯片。
报导提到，最近在硅谷举办的一场半导体业研讨会上，曾在英特尔（Intel）任职逾30年的布莱恩（Diane Bryant）提出美国过度依赖台积电的疑虑。
多位与谈人建议联邦政府加强补贴美国芯片生产。但设立先进商用晶片厂耗资恐高达150亿美元（约新台币4587亿元），还要加上营运、人事与供应等经常性成本，美国得花大钱才能实现先进晶片生产在地化目标。
